While the lower 48 states are welcoming spring, Resolve Alaska response teams, in 30-degree weather, are mobilizing to assist a mining platform barge grounded in the shallow water west of Nome Harbor. The dredge barge used for placer gold mining is surrounded by ice and drawing 5’ water aft/4’ water forward. Response teams from Resolve’s Dutch Harbor facility are transporting equipment to the grounding site, commencing ice thawing operations, and securing the dead men anchor. Into the remote area, Resolve Response Teams are transporting excavators, welding equipment, and pumps through the air and overland in order to lighter the barge so it can be dug out of ice and set rigging/ roller bags to pull the vessel to a safe landing. In the early morning on March 2019, Resolve Marine Alaska received a call requesting assistance for a distressed fishing vessel with engine trouble approximately 9 miles out of Dutch Harbor near Cheerful Bay. Having two response vessels at the ready in Alaska, the response team was able to immediately mobilize the Makushin Bay Towing Tug to access the drifting fishing vessel as it headed into a shallow water nearing a grounding situation. The Makushin Bay’s proximity enabled the team to reach the fishing vessel in a timely fashion where lines were connected for a tow Back to Dutch Harbor. In heavy seas, the crew and equipment performed flawlessly, rescuing the stricken vessel without incident.Alaska fishing vessels are diverse in their ability to navigate open ocean and coast lines. As we move into the warmer spring months, we begin the 2020 Northwest Passage Season and with it comes options, challenges, and plans. The attached paper from the Scott Polar Institute published in December 2019 by R.K. Headland and colleagues documents the long arctic transit history from 1853 to 2019. What started as a search for a faster route has become an adventure for some and a necessity for others. With minor variations, 7 routes have been used for 314 completed maritime transits. In the Polar Institute’s research, these transits overcame late thaws, icy summers and unexpected storms planned using current technology and experiences. Today, transitting vessels have Resolve Marine at the passage’s front or back door to guide them and with one quick call help is on the way. In waters averaging 4.10 C (390 F) and temperatures averaging – 60 C (200 F), Resolve Marine executed a successful Aircraft removal from Unalaska Bay, Alaska. This response and recovery project exemplifies Resolve’s expertise in planning innovative solutions for unique challenges, in this case, an airplane submerged in water 60’ deep after a forced emergency landing. In preparation for the recovery, two Resolve diver’s spent over an hour in the icy waters accessing the plane’s situation, closing fuel vents, surveying stability, and attaching rigging. The plane’s removal was a bit easier for Resolve with “at-ready” response assets Makushin Bay (salvage vessel), Manitowoc 4100 (230-ton crane barge), and a nine-person salvage team locally available to quickly prepare and lift the plane while accommodating airport operations. In order to lift the 13,000 lb (5.9 metric ton) plane, Resolve had to prepare special rigging and work with 8’ (2.5m) waves impacting the bay. Ultimately, the King Air plane was successfully lifted out of the bay, loaded onto a barge and transported back to a nearby dock. Because Resolve has strategically located assets, the response team was able to rapidly deploy and execute the recovery with minimal interruptions to airport operations and the environment.Read more

Maritime Executive covers another maritime casualty nearby our current project in Bella Bella, BC. The Maritime Executive covers new casualty here. On Sunday evening, the tug Columbia Layne was towing a sand and gravel barge in Graham Reach, near Bella Bella, British Columbia. In foul weather and heavy swells, the barge flipped and sank – the second tug and barge casualty in the area in a month. Jess Housty, councilor with the Heiltsuk tribe of Bella Bella, said in a statement that this was further evidence that the Northwest Passage needs better emergency response resources. "Two incidents in four weeks is too many for these coastal waters. The Coast Guard and other marine rescue services are already stretched thin. A Coast Guard vessel currently responding to the Nathan E. Stewart spill had to be deployed to deal with this second incident, and at this time we don't know if it will be able to return tomorrow," she said. "It is clear that [Transport Minister] Garneau and Prime Minister Trudeau's promised regulatory changes can't come soon enough." The Coastal First Nations said in a statement that the improved response measures were a welcome step, so long as indigenous groups will be involved in implementation. Additionally, Garneau has promised to implement an oil tanker ban for British Columbia's North Coast by the end of the year – a central campaign promise of Prime Minister Justin Trudeau. Opponents of the ban, notably the International Chamber of Shipping, say that it may not be consistent with Canada’s obligations under UNCLOS, which protects the right of innocent passage for merchant shipping. The majority of petroleum tanker traffic in the region is actually product – bunker fuel and lighter fractions – and the proposed ban would only affect crude oil tanker traffic. The Heiltsuk tribe recently issued its own ban on "any and all vessels carrying fuel" within its territorial waters, the Globe and Mail reports. It was not immediately clear whether the tribe had enforcement abilities for the locally-implemented restriction. Near Bella Bella, response efforts for raising the Nathan E. Stewart continue. The high winds and waves that flipped the Columbia Layne’s tow have also hampered the Stewartsalvage, and Monday winds were forecast at 55 knots. Small response vessels were on stand down for the day, tribal representatives said. The Stewart sank on October 13 with about 60,000 gallons of diesel on board, in addition to 500 gallons of lube oil and nearly 1,000 gallons of oily bilge water. The total amount of fuel recovered stands at 30,000 gallons, with an unknown portion of the rest released to the environment. The Resolve Pioneer, our sea going tug based in Dutch Harbor, arrived on scene Saturday and set up tow with the motor vessel BBC Colorado under the observation of USCG Cutter Morgenthau. Here's the story as reported by the USCG news. This response, like most of our responses in this region, was extremely time sensitive, as the master of BBC Colorado reported a severe engine casualty, restricting their speed and maneuverability with forecasted seas of 30-feet and winds in excess of 50 knots closing in on the its location.Read more

The Gibraltar Port Authority (GPA), in partnership with the Resolve Marine Group, held a two day Crisis Response Training course earlier this week. Over forty members from across the maritime community, including representatives from bunker suppliers, shipping agents, emergency services, the Environment Department, MOD, law firms and other Government ministries and agencies attended. There was also representation from the Ports of Algeciras and Tangiers.
The training event provided attendees with an opportunity to benefit from Resolve's wealth of experience in dealing with major maritime incidents across the globe, whilst also providing a forum for detailed discussions on related issues and challenges, and culminated in a realistic scenario-based exercise.
Commodore Bob Sanguinetti, CEO and Captain of the Port, said: "This training course is a further example of the GPA, together with our maritime partners, reviewing and refining our plans and procedures to ensure we are best placed to deal with unforeseen incidents in our busy waters."

Her Majesty's Government of Gibraltar welcomes the news that the Port Everglades-based Resolve Marine Group has been established in Gibraltar. Following an announcement that it has reached a deal to acquire SteelMac Ltd, having earlier acquired TP Towage, Resolve Marine Group is to be one of the largest emergency response operators in Europe and Africa.
Resolve will now immediately be able to provide first class maritime fire and emergency response capabilities, fulfilling a GSLP-LIBERAL Government manifesto commitment to the Port of Gibraltar.
The Resolve Blizzard, one of the largest emergency response tugs in the market is now based in Gibraltar, providing first class fire-fighting, oil pollution control and emergency response services for the Gibraltar maritime industry.
Another welcome development will be the future establishment of a Resolve Academy in Gibraltar. Resolve Maritime Academy was founded more than 20 years ago to serve the safety and emergency response training needs of the maritime industry and to act as a strike team to support Resolve Marine Group's emergency response work. To date Resolve has trained over 28,000 professional mariners and port firefighting personal.

The MISS LEONA, a 77' fishing vessel, suffered a separated tail shaft early March 24th, and was in need of a tow to Dutch Harbor. Upon notice, the MAKUSHIN BAY immediately departed the Resolve-Magone Facility, arriving at the vessel's position later that day. The MISS LEONA was secured to the processing vessel GORDON JENSON in Dutch Harbor and began offloading 30,000lbs of cod. Once the offload was complete, the MAKUSHIN BAY towed the MISS LEONA to the Resolve-Magone facility.
Dan Magone, General Manager of RESOLVE-MAGONE Marine, was recently featured on KUCB, Unalaska's public radio station, where he discussed the scuttling of his salvage vessel the M/V Redeemer. From KUCB:
A legendary Western Alaska salvage vessel has reached the end of its life. Salvager Dan Magone is getting ready to sink his old tugboat, the Redeemer.
And as KUCB's Annie Ropeik reports, it means he’s also getting ready for the next phase of his own storied career.
These days, even getting onto the Redeemer is a bit of an adventure. The tug is separated from the dock in Dutch Harbor by two other Dan Magone projects -- old vessels in disrepair.
Magone: Oh, I guess the only place to cross is right here...
Magone is finding a tricky path out to the boat where he built his career. The Redeemer had its last mission in 2013, when the crab boat Arctic Hunter went aground outside Unalaska.
Now, the tug is past its prime. It's littered with remnants of old jobs – wood pallets, rusty scrap metal, an old National Geographic in the wheelhouse – all waiting for a proper send-off.
"I spent a lot of the last 25 years on this boat," Magone says up in the wheelhouse. "Lots of days and nights, lots of adventures."
The Redeemer was built in WWII, then became an oil drilling mud-ship off the Gulf Coast. In the 1980s, Magone says a company heading to the Nome gold fields took it on. They wrecked it on the sand dunes there, and it stayed put for almost a decade.
"During that time, I saw it over there and people suggested it’d make a great boat for me," Magone says. "I told them no -- it would probably cost me $100-grand to get it off the sand dunes and get it to Dutch."
Instead, he says the boat wound up with loggers from Sitka. They patched it up and headed south, but wound up abandoning the ship in Sand Point.
"And then it sank at the dock," he says, laughing. "Everywhere it goes it’s leaving people with their head in their hands, right?"
Meanwhile, Magone had just paid millions to set up his floating Dutch Harbor office, and was losing local business to shorter fishing seasons. He saw a new opportunity in the stranded boat. He rebuilt it for cheap, with scraps from his own yard. The yellow-green hull was painted a bright blue, and Magone renamed the boat Redeemer.
He says its first job was hauling horses, dogs, hay and cowboys to the other side of Unalaska Island to start the Chernofski cattle ranch.
"And so we did all manner of anything, all over the Bering Sea and the Aleutian Islands, Alaska Peninsula, and we managed to survive," he says. "We managed to find enough work to keep going."
Over the next two decades, he says the Redeemer was part of "almost every significant salvage job in Western Alaska," from the small, like stranded barges and fishing boats, to the huge: deadly groundings and oil spills on the M/V Kuroshima and Selendang cargo ships, and the capsizing of M/V Cougar Ace, a car carrier.
All those accidents – plus the Exxon Valdez spill – helped usher in new environmental protection and safety standards. By 2013, Magone says the Redeemer couldn’t keep up – and work on its replacement was just as pricey.
"It eventually cost so much that I just had to sell the company," he says. That sale to Resolve Marine International went through last year. And the Redeemer has been taking up valuable space in their new shop.
Shipping it out as scrap isn’t cost-effective – so Magone is asking the federal government for permission to scuttle the boat. He says that’ll mean cleaning it out, setting up explosives and sinking it at mile-deep spot north of Unalaska Island, where he's been allowed to sink ships in the past.
"See all this equipment, the winches and the cranes, all the hydraulic lines and stuff? That all comes off," he says, pointing around the Redeemer's deck. "There can’t be any loose debris in or on the boat. So there’s a great big bunch of work to do."
Increasing regulations have made scuttling harder, too, but Magone is confident this one will happen in the next couple of months. He’s already taken the ship’s bell from the wheelhouse.
"Otherwise, it’s just another piece of metal that might be worth something to someone," he says. "But that one – I don’t want to sell."
His new work boat, the Makushin Bay, is visible outside the window -- built for the future, but the same blue as the Redeemer. Magone says it marks the start of a new era, and the Redeemer’s scuttling will be the end of another.
"The old days, the seat-of-your-pants, the 'just go out and git-er-done' type of thing -- those days are gone," he says. "With all the regulations and oversight and everything, it’s not the world that we were able to operate in.
"That world is past now," he says -- the world where he was a cowboy, too, like the ones he once took for a ride on the Redeemer.

Approval Allows Resolve Marine Group and NRC to Offer 1-Call Alaska
RESOLVE Marine Group, together with National Response Corporation (NRC), has received final approval from the U.S. Coast Guard for its Western Alaska Alternative Planning Criteria (APC) focused on the northern Pacific Great Circle route for nontank vessels transiting through the Aleutian Islands in Western Alaska. In addition, NRC has full approvals from the USCG for its Oil Spill Response Organization (OSRO) Classification rating to all USCG operating environments – this includes Offshore, Near Shore, Ocean, Inland, and River/Canal operating areas.
With this final approval from the USCG, RESOLVE Marine Group and NRC can immediately provide nontank vessel clients with 1-Call Alaska coverage for vessels transiting the Aleutian Islands Subarea of Western Alaska in compliance with OPA-90 regulations. RESOLVE Marine Group and NRC fully expect to expand APC coverage to tanker vessels transiting through the Aleutian Islands Subarea and are currently awaiting final approval from the USCG for this purpose.
RESOLVE and NRC have positioned response resources in the region including the RESOLVE PIONEER/MAKUSHIN BAY (response tugs), RESOLVE IBIS (response barge), and firefighting, salvage, and spill response equipment to support the 1-Call Alaska service.
In addition to positioning resources in the region, RESOLVE and NRC have developed 1-Call Alaska APC Operating Procedures to mitigate the risk of maritime incidents. The Operating Procedures closely mirror the Aleutian Island Risk Assessment Advisory Panel's recommendations to the USCG, State of Alaska, and IMO for vessel navigation guidelines and should be widely accepted. An important component of the 1-Call Alaska APC beyond prepositioned response equipment is the maritime domain awareness system, which uses the Automatic Identification System (AIS) to track all 1-Call Alaska vessels.
The 1-Call Alaska program offers clients with 24/7 access to response resources for immediate deployment in the event of an incident as well as compliance with both the OSRO and SMFF regulations in this Western Alaska region.
1-Call Alaska Coverage Program:
1. The 1-Call Alaska Addendum amends existing OPA-90 contracts with RESOLVE and NRC to add coverage for nontank vessel traffic transiting the "Great Circle" trading route in Western Alaska waters.
2. There is no fee to enroll for 1-Call Alaska coverage if the NTV vessel(s) do not transit the Western Alaska Great Circle Route coverage area.
3. The one-time annual 1-Call Alaska vessel fee is only applicable when a NTV vessel requires Western Alaska Great Circle Route coverage. At that time, an invoice will be issued and provided.
4. The 1-Call Alaska Addendum will enroll the entire NTV fleet for coverage. A one-time annual 1-Call Alaska vessel fee is only applicable when a vessel transits the 1-Call Alaska coverage area to or from a U.S. port.
5. 1-Call Alaska coverage is not required for vessels innocent passage.
6. Vessels enrolled with any other USCG-approved APC prior to May 14, 2015 will be covered under the 1-Call Alaska program but not charged up to their existing coverage expiration date.
7. An invoice will only be issued when a vessel requires 1-Call Alaska coverage. As such, it is beneficial to activate coverage and enroll their fleet for 1-Call Alaska coverage immediately.
8. The Addendum and the 1-Call Alaska APC Operational Guidelines were vetted by the USCG as part of the formal review leading to approval of the APC.The International Group of P&I Clubs have found the 1-Call Alaska Addendum to be in conformance with IG guidelines for OSRO contracts.

Masters, a Marine Engineer with a First Class Certificate of Competency, recently moved to Houston to head TMC's office in the area.

On Tuesday, May 5th, the United States Navy, Coast Guard and Allied Military participated in a full day of maritime safety training exercises and competitive activities as part of Damage Control Olympics. Now in its 13th year, the Damage Control Olympics was developed by RESOLVE Maritime Academy to recreate real- life emergencies that a sailor could experience onboard a vessel at sea and gain valuable experience in a fast-paced, competitive environment. Fully sponsored by Resolve Marine Group, Damage Control Olympics is Resolve’s way of giving back and saying thank you to our men and women in uniform. Teams train for months for this one day challenge, in which they compete against each other in a series of practical, hands-on training exercises and shipboard emergency response scenarios, including interaction with live fire, smoke filled environments and a flooded ship chamber. Events included:
EVENT 1: P-100 Firefighting Drill
Each team consisted of 1 pump operator and 4 hose personnel. The teams were required to rig a P-100 pump, don complete fire fighting ensemble and discharge water via two fire hoses to attack a live fire.
EVENT 2: Dress-Out Drill / SCBA Relay Race
Each team consisted of 4 personnel. Two personnel dressed out in complete fire fighting gear, while the other two persons assisted in the dress out. The two teams were approximately 50 feet apart and were required to assemble 1 SCBA, don the SCBA and face piece, run to the next team member and remove SCBA. The next member donned the SCBA, ran back to starting point and removed the SCBA. On their second run, the team member was required to change out the SCBA cylinder, don the SCBA and run to next team member, then remove the SCBA. The last team member then donned the SCBA and ran back to start / finish point.
EVENT 3: Damage Control Drill
This drill consisted of pipe patching, plugging and shoring.Pipe Patching: Jubilee and Chain Wrench type patches were applied to damaged pipes.Plugging: Various size plugs and 1bucket patch were applied to bulkhead damage. Plugs were hammered tight and the Bucket Patch tightened.Shoring: 1 I-type shore was erected on a damaged scuttle. The shore was wood and precut for this event. A measurement was still to be made, including Strongbacks and Wedges, and then the selection of the correct length shore was chosen from the supplied shores. Wedges were hammered tight.
EVENT 4: Timed Interior Fire attack
This event required all (up to 10) team members to participate. All assembled on the main deck, dressed out in firefighting equipment/ensembles including helmets, gloves, boots, flash hoods, coveralls, S.C.B.A. etc. and then rigged hoses, entered into the vessel and advanced the hose to the top of the ladder. After lowering the hose down, the fire team proceeded down the ladder. A second hose was laid out and charged. The team then entered the engine room and proceeded to the crew lounge and then attacked the fire.
EVENT 5: Search & Rescue Drill
Team members dressed out in full gear and SCBA, entered the officers quarters area and performed a search for a victim in a smoke-filled, zero visibility compartment. Once found, the first team evacuated and the second team performed a rescue and removal of victims to a safe area.
Despite a rainy day, the sailors enjoyed the competitive activities as well as fun, camaraderie and relaxation with other service men and women. In the end, the winners were:

The next day, the Academy highlighted their new Simulation Training Center. Featuring a Class A Full Mission Bridge Simulator with fully functional attached Bridge Wing with independent visual system, Electronic Chart Display & Information System (ECDIS) Classroom and Navigation Lab with a suite of advanced "mini" bridges, Resolve’s state-of-the-art, 7000-square-foot facility provides cutting edge simulation-based training programs to enhance safe navigation at sea for cruise line and commercial shipping personnel and other maritime professionals worldwide. Around 25 people attended the event, and RESOLVE Maritime Academy was honored to count Admiral Cynthia Thebaud, U.S. Navy commander of the Wasp and Expeditionary Strike Group 2, among its guests. Later in the week, RESOLVE staff was honored to tour the USS New Hampshire, a Virginia-class nuclear-powered attack submarine.
The RESOLVE Monarch and RMG 1000, with salvage and wreck removal equipment aboard, departed Tauranga, New Zealand, earlier this week, having successfully removed the wreckage of the MV Rena after almost three years of work. Resting on New Zealand’s Astrolabe Reef since 2011, RESOLVE first removed pieces of the wreck via helicopter before continuing to cut wreckage underwater at depths of up to 50 meters. Worth noting is that during this large scale project, involving thousands of diving and topside working hours, no time loss injuries occurred. TMC Marine oversaw the project and proved to be great partners.

In a race against time, sailors here for Fleet Week quickly extinguished the propane-fueled blaze Tuesday amid cheers from teammates.
The fire was real, but the drill was all about honing skills and sailing home with bragging rights.
Dubbed the Damage Control Olympics, the daylong competition recreates real-life disasters a sailor might face at sea. In its 13th year, the event is hosted by Resolve Maritime Academy, a training facility at Port Everglades.
On Tuesday, six teams from the Navy and Coast Guard competed in six maritime safety training drills that included firefighting, search and rescue and patching a flooded chamber."A fire at sea is very dangerous," said Tiffany Epps, a damage control sailor on the guided missile destroyer USS James E. Williams who competed in Tuesday's drills. "We don't have a fire department to save us. If we don't get the fire out, it spreads and we lose our ship."
A 12-year Navy veteran and New Jersey native, Epps, 31, helps train the entire crew in damage control, whether it's containing a flood or extinguishing a blaze.
Training at Resolve Maritime is different than training aboard a military ship. "This is real training under real conditions," said Denise Jones, director at the facility. "There's real fire and real water."
As raindrops fell, a team of Coast Guardsmen prepped for the search and rescue drill. Two men in heavy fire gear crawled into a dark, smoke-filled room in search of a mannequin hidden somewhere inside. Three minutes later they emerged, giving two teammates instructions on where to find the dummy inside the labyrinth of a room.
In two minutes, they dashed out carrying their prize.
"It was a lot harder to crawl through that space than I thought it would be," said J.R. Tinajero, 31, a Miami native and 13-year Coast Guard veteran. "A lot of smoke. It was pretty intense."
Over at the Wet Trainer facility, a team of sailors from the amphibious assault ship USS Wasp waded in waist-deep water, furiously plugging holes in the mock vessel.
"The point is to patch the holes as quickly as possible," said Sela Foukimoana, a spokeswoman with Resolve Maritime. "They're racing against time."
The drills gave each team a chance to improve their skills while also engaging in a little friendly competition, said Lt. Commander Michael Beaty, damage control assistant for the Wasp.
"We're the first responders on the ship," Beaty said of the damage control contingent. "We're the firefighters and repairmen. We handle fires, flooding, toxic gas, collisions. They'll go back to the Wasp and relay the knowledge and experience they're getting today to the rest of the crew."
Besides the Wasp, other competing ships included the USS New Hampshire, a submarine; the USS Cole, a guided missile destroyer; the USS James Williams, a guided missile destroyer; and the U.S. Coast Guard Cutter Richard Etheridge.
During the drills, live music played, compliments of the "Riverdown" band. Hungry sailors were also treated to breakfast and lunch, massage stations and a visit from the Red Bull Girls.
The team from the USS Cole took first place in the competition, the Coast Guard's Richard Etheridge came in second and the USS Wasp Team 1 came in third.
The top three teams won plaques of gold, silver and bronze.

Mobilization has been ongoing to salvage the RORO Ferry AMADEO 1, which was transiting from Puerto Natales to Puerto Montt, Chile, when the vessel grounded at the Kirke Canal. On Saturday, April 25th, the tug ‘Quetro’ arrived on site in Chile with the barge RMG 280 in tow. Welding continues on parbuckling padeyes and holdback buttons for the pullers. Pullers, HPU’s and control stands are also being set up. Three more anchor points have been completed, and further drilling continues. Lastly, the RESOLVE Discovery was fueled and all preparation checks completed. Her engines started and tested exceptionally well.
Resolve Salvage & Fire (Asia) held its new office opening on Friday, April 24th. Captain Imam, Frankie Leckey, Todd Schauer, and John Curley traveled to Singapore for the event. The office and warehouse relocated to 15D Pandan Road, Singapore 609266 from 152 Beach Rd, Gateway East, #12-02, S189721 and was held during Singapore's Fleet Week. 230 people were in attendance and the official opening was a success; clients and friends had a great evening, despite a heavy downpour earlier in the day. The next day, Resolve Singapore sponsored a soccer team at Mariner’s Turbo Solution Cup 2015. Capt. Kosta (Master of RG) was Resolve team captain and goal- keeper, as he and team mates fought their way into the semi-finals. Unfortunately, Resolve lost to a stronger team.
In late February, the U.S. Army Corps of Engineers (USACE) contracted RESOLVE Marine Group to assess and remove a sunken barge in the Fort Pierce Inlet. RESOLVE utilized both sonar technology and experienced hard-hat divers to locate and assess the condition of the wreck which was found to be intact with exception of the house structure that had separated from the barge hull. Additional information received by Resolve highlighted the fact that the barge was previously utilized as a floating warehouse with all internal compartments filled with an assortment of equipment, material, and debris. On the basis of this information, Resolve formulated a plan to lift the barge in one section to minimize the chance of debris entering the water and being swept away and scattered by the current. The one piece lift, as compared to a piecemeal removal, would also ensure that no large hull sections would be missed or buried in the sand that might impede future dredging operations. On the basis of this plan, RESOLVE mobilized the RMG 400 crane barge from Mobile, AL and salvage equipment from warehouses in Fort Lauderdale and Mobile.
However, significant tidal currents proved to be an obstacle to the project team, limiting divers to short periods of time to install lifting straps under the wreck. Between the short dive windows, the extreme currents of 6+ knots during the spring tides would backfill excavated areas effectively cancelling prior progress made by the divers. After experiencing this phenomenon, RESOLVE recommended to the USACE that the removal method be altered to a sectioning removal, despite the potential for debris littering of the sea floor. In order to improve and maximize navigation clearance over the wreck, RESOLVE then removed the crane and davits from the barge to reopen the channel to all but the deepest draft traffic.
Fortunately, DonJon Marine had a large revolver crane barge located on the east coast which was utilized to remove the wreck by chopping it up with a drop shear and lifting sections with a wreck grab. While this was not the preferred approach because of potential for debris scattering, it allowed the channel to be opened to full navigation depth.

On Wednesday, March 11th, the RESOLVE Pioneer arrived at Lake Union, Seattle, where it would be dry-docked until April 11th. Over the course of a month, the tug underwent various inspections, including engine coolers and steering linkage. While there was very little wear to general components, upgrades were made to the propeller-shaft seal systems, with a new biodegradable lubricant added to the system for environment friendliness, keel-coolers and Kort Nozzles, among other things, and anodes were replaced. Twenty one center and twenty two portside ballast tanks underwent fairly extensive steel replacement, the fluorescent lights were changed, the tug was given a paint job and left for Anchorage looking brand new.
RESOLVE was contracted by the U.S. Army Corps of Engineers to assess and remove a sunken barge in the Fort Pierce Inlet. RESOLVE utilized both sonar technology and specialized divers to assess the wreck. The initial side-scan sonar surveys identified the location of the main barge hull. Upon completion of the survey, RESOLVE mobilized the RMG 400 crane barge from Mobile, AL and salvage equipment from warehouses in Fort Lauderdale and Mobile. The project team was faced with heavy currents which impeded diving operations. RESOLVE proceeded to cut and remove the crane and davits since they posed a safety hazard to other vessels in the inlet. Aside from salvage operations, RESOLVE also worked closely with the USACE and the U.S. Coast Guard to facilitate smooth traffic flow in and around the inlet.Read more

January 12, 2014 = Following the grounding of barge POE Giant 12 near the Horsburgh Lighthouse on December 30, 2014, the Maritime Port Authority of Singapore (MPA) called upon RESOLVE Marine Group to assist with an emergency at the landmark designating the eastern entrance to the Singapore Strait.
Situated on Pedra Branca Island among one of the world's busiest waterways, the Horsburgh Lighthouse became threatened after a barge loaded with port cranes grounded beside it during the early hours of December 30, 2014. Fort Lauderdale, FL, USA, September 25, 2012 -- Following six weeks of intensive operations in often challenging conditions, RESOLVE Salvage & Fire announced the removal of the first 600 tons of steel from the bow section of the Rena wreck off Tauranga, New Zealand. RESOLVE has been removing the wreck piece by piece using helicopters and a transport barge at a safe distance from the reef. Due to the precarious position of the wreck’s bow on the Astrolabe Reef, and the nationwide concern in New Zealand over the potential for additional damage to the reef during salvage operations, RESOLVE’s methodology using helicopters was chosen from a number of other proposals.
RESOLVE’s Rena Salvage Master Frank Leckey said, “We now have our team of divers from the U.S. and our RMG 280 crane barge from Singapore for the underwater phase of wreck removal, now that the seas are expected to be calmer with the seasonal change. The crane barge can access the bow from deep water, far enough away to avoid the reef but close enough to lift the cut sections from the wreck onto a barge. The crane can remove much larger pieces than the helicopters, –up to 30 tons -- so we have helicopter, crane and underwater dive operations all underway simultaneously.”
Strong winds and high seas up to six meters had interrupted the salvage operation on more than one occasion. According to Leckey, when seas are three meters or higher, the salvors must suspend operations to ensure the safety of the team. Leckey said, “The wreck lies at a 34-degree angle. Combine that with significant movement when the wind or seas pick up and you have a dangerous situation. We have a full time health and safety officer monitoring all aspects of the operation.”
Resolve hopes to be able to reduce the wreck to a point where it is no longer visible on the water, by early 2013.

Fort Lauderdale, FL, USA, JUNE 27, 2012 -- Resolve Maritime Academy (Academy) has announced that Dave Boldt has joined the company as Manager of the Simulation Group. In this capacity, Boldt is responsible for the overall day-to-day operation of the Academy's Simulation Training Center. Boldt joins Resolve from Royal Caribbean Cruise Line (RCCL) where he was Superintendent for Navigation Safety with responsibilities that included accident investigation for the company's 35 ships, chairing RCCL's Navigation Working Group, and writing, vetting, and implementing new and existing Navigation policies. For the past year, he served on the RCCL committee that worked with the Academy in the development of its state- of- the- art Simulation Training Center.
Boldt's marine industry career spans more than 20 years and includes experience with cruise ships, the Canadian Coast Guard, high speed ferries, salvage, towing, yacht delivery and tall ships. He was formerly a marine fire fighting instructor at the Justice Institute of British Columbia. Boldt has been instrumental in the ongoing effort to adapt Flight Operational Quality Assurance (FOQA) to a maritime equivalent program, Bridge Operational Quality Assurance (BOQA).
The Academy opened its 7000-square-foot Simulation Training Center adjacent to Port Everglades in Fort Lauderdale, Florida in March 2012, to provide leading edge, simulation-based training programs for cruise line and commercial shipping personnel and other maritime professionals worldwide. The Center features a Class A Full Mission Bridge Simulator with fully functional attached bridge wing with independent visual system, an Electronic Chart Display; Information System (ECDIS) Classroom and a suite of fully equipped "mini" bridges. The Thailand-flagged freighter ran hard aground in strong winds early this year, seven miles from the Penghu archipelago 30 miles northwest of Kaohsiung, Taiwan. The 2695-ton vessel sustained extensive hull damage and has since posed a threat of explosion and severe environmental damage to the ecosystem and reefs as well as local populations and fishing villages on the islands surrounding the wreck site. The casualty had been leaking LPG since the grounding, further increasing the risk of explosion. RESOLVE was one of the only international salvage companies to propose a technically feasible and safe salvage plan. The company's plan to remove the gas and then dismantle the freighter and remove the wreckage from the stranding site was approved by the Taiwanese government in April. Due to the severe hull damage, refloating and towing the vessel was determined to be impossible.
RESOLVE completed the lightering of LPG to the daughter vessel LPG Ladyship and proceeded to use an inert gas to displace and purge all LPG inside the tanks making the vessel safe to commence the cutting operations. Project Manager Captain Ajay Prasad said, "The cargo removal operation was extremely intensive with the team having to expend almost all back-up plans and contingencies, going into unconventional gassing up, pressure differential discharge, cascade "inerting", gas-freeing, and piloting the receiving LPG tanker into the 4-point mooring to successfully complete the discharge operation. The extreme weather of the Taiwan Strait further multiplied the challenges of the job." The Maritime and Port Bureau, MOTC R.O.C. Kaohsiung, Penghu County Coastguard, EPA, local village councils and government officials have anticipated the removal of the volatile gas cargo from the tanker since its grounding almost six months ago. Maritime & Port Bureau Deputy Director Mr. Yeh, Ming-Shui said, "We are very pleased with the safe and successful completion of the cargo removal operation -- which was very hazardous -- 2 days ahead of schedule. We would like to thank Capt. Ajay Prasad and the whole RESOLVE team for this excellent operation. We achieved this result after a series of 12 meetings with all concerned parties. Penghu County Government Magistrate Mr.Wang, Chien-Fa said, "We are very happy that the cargo removal operation has been completed and the vessel and surrounding area are now safe, just in time for the start of the fishing season on 1 June. Resolve Salvage has done a very efficient and successful operation.
The wreck removal phase is now underway with completion anticipated within 6 to 8 weeks.

The American Phoenix, a 616' x 105' chemical tanker was built by BAE Systems Southeast Shipyards, Alabama for owner Mid-Ocean Tanker Company LLC of South Norwalk, CT. RESOLVE provided construction support for the owner during final outfitting and completion of the American Phoenix 49,000 DWT Tanker which is the largest vessel ever built in Alabama.
The RMG-1000 barge is an ABS class deck barge built for parent company RESOLVE Marine Group, Inc. to support a +1000-ton heavy lift crane. RESOLVE's Project Engineer Sam Charters said, "This is a versatile 300' x 100' sea-going barge designed specifically for marine salvage, wreck removal and heavy lift operations in the Gulf of Mexico and U.S. waters. With a deck strength of 3500 psf, it is ideal for the larger, heavy lift jobs; it is available for charter for assignments in the Gulf initially while the heavy lift crane is in construction. RESOLVE's nine-acre Theodore (Mobile ), AL port facility is home port for the RMG-1000.

Shanghai, China, June 12, 2012 - Shanghai Resolve-Shengmin OSRO Company, Ltd. WHO: RESOLVE Maritime Academy hosts the Damage Control Olympics as an annual event for officers and damage control crew of US Navy and US Coast Guard vessels visiting Port Everglades during Fleet Week 2012. Academy instructors and personnel will lead the day of shipboard firefighting and damage control competitions.
WHAT: The sailors and damage control service men and women attending the full-day of maritime safety training exercises and competitive activities will form teams from each of the participating ships. Teams will compete against each other in a series of practical, hands-on training exercises and shipboard emergency response scenarios, including interaction with live fire, smoke filled environments and a flooded ship chamber. Now in its 12th year, the Damage Control Olympics was developed by RESOLVE Maritime Academy to recreate real- life emergencies that a sailor could experience onboard a vessel at sea and gain valuable experience in a fast-paced, competitive environment. As in actual shipboard life, teams may be penalized for safety violations during the exercises. An Awards Ceremony will complete the day’s activities.
Sailors enjoy the competitive activities as well as fun, camaraderie and relaxation with other service men and women. Entertainment includes the live band “Riverdown”. Breakfast and lunch buffets, refreshments, massage stations, and a visit from the Red Bull Girls. A schedule of the competitive events follows.

Schedule of Events
EVENT 1: P-100 Fire Fighting Drill
Each team of five will rig a P-100 pump, don complete firefighting equipment/ ensemble and discharge water via two 1 ½ fire hoses to attack a live fire and extinguish it in the fastest time possible. This is a timed event, and each team’s time will stop when they are effectively applying water to the fire.
EVENT 2: Dress-Out Drill / SCBA Relay Race
Each competing ship will have two teams + 50’ apart. They will be required to assemble 1 self contained breathing apparatus (SCBA), don the SCBA and face piece, run to their second team and remove SCBA. Next member will don the SCBA, run back to starting point and remove SCBA. On their second run, the team member will be required to change out SCBA cylinder, don SCBA and run to next team member, then remove SCBA. Last team member will then don SCBA and run back to start / finish point. This will be a timed event. Time will be added for incomplete or improper dress-out at 10 seconds per violation. Time will stop when the final team member crosses the line for the second time.
EVENT 3: Pipe Patch Drill
This is a combination timed and leakage rate evolution event. Working against time in a rapidly filling vessel chamber, each team will be required to isolate water flow through a broken piping system. They will have 30 minutes to complete a soft patch on pipe rupture. At the 30 minute mark, the isolation valves will be opened and Resolve personnel will determine the winner by the leakage rate. No Emergency Water Activated Repair Patch (EWARP) Kits Permitted.
EVENT 4: Timed Portside Interior Fire Attack
This event will require all (up to 10) team members to participate. All will assemble on the main deck, dress out in firefighting equipment/ ensembles including helmets, gloves, boots, flash hoods, coveralls, S.C.B.A. etc. and then rig hose, enter into the vessel and advance the hose to the top of the ladder. After lowering the hose down, the fire team will proceed down the ladder. A second hose must be laid out and charged. The team then enters the engine room and proceeds to the crew lounge and then attacks the fire. The team must then exit safely and will be timed on the complete exercise.
EVENT 5: Search & Rescue Drill
Team members will dress out in full gear and SCBA, enter the officers quarters area and perform a search for a victim in a smoke-filled, zero visibility compartment. Once found, the first team will evacuate and the second team will perform a rescue and removal of victim/s to a safe area. Resolve personnel will observe teams for safe practices, proper search patterns and safe movement in a zero visibility compartment.
Special Note to Media: Members of the media are invited to attend. Service personnel participants will be available for interview, and there will be numerous opportunities to photograph and tape activities including live burn firefighting and shipboard flood control exercises. This event is not open to the public.

(RCL)-- the first client of the new Simulation Training Center. The Academy developed simulators and training programs specifically for RCL, and in April 2012, the new programs will be offered to personnel of three of RCL’s cruise brands – Azamara Club Cruises, Celebrity Cruises and Royal Caribbean International. Celebrity Cruises Vice President, Marine Operations, Greg Purdy said, “Through close collaboration with Resolve Maritime Academy we have been able to design one of the most advanced ship simulators in the world. Fort Lauderdale, FL, USA, February 2, 2012 - Resolve Maritime Academy and Royal Caribbean Cruises Ltd. announced today that plans are underway for new simulation-based training programs to enhance safety at sea for the cruise line's personnel and guests. In 2011, Royal Caribbean Cruises Ltd. (RCL) selected Resolve to be their exclusive provider of all simulator-based training courses, and formalized arrangements to jointly develop the new programs. Beginning the second quarter of 2012, the innovative training will be offered to personnel at three of RCL's cruise brands --Azamara Club Cruises, Celebrity Cruises and Royal Caribbean International -- at Resolve's new Simulation Training Center, currently in final stages of construction, adjacent to Port Everglades in Fort Lauderdale, Fla. A leader in the maritime emergency response and safety training field, Resolve offers an array of simulation-based courses and live-burn firefighting, fast boat rescue and other safety training programs for cruise lines and all other sectors of the maritime industry.
Utilizing state-of-the-art simulation technology, Resolve Maritime Academy designed and developed the new Simulation Training Center, and developed a suite of training programs specifically for Royal Caribbean. The new Center features a Det Norsk Veritas (DNV) Class A Full Mission Bridge Simulator, Electronic Chart Display & Information System (ECDIS) Classroom and Navigation Lab with a suite of "mini" bridges. Courses offered will include: Ship Handling; Bridge Resource Management (BRM); Operational Use of ECDIS; and RADAR/Automatic Radar Planning Aids (ARPA). Customized programs also will be offered, including: Integrated Bridge Systems (Sperry VisionMaster and NACOS Platinum); Dynamic Positioning Systems; and Communication & Leadership Development for all ranks and employees. Future plans include an Engine Room Simulator which will be utilized for operational and Engine Resource Management (ERM) training.

MARINE FIREFIGHTING VETERAN JEFF JOHNSON JOINS RESOLVE AS MANAGER, TRAINING AND RESPONSE, AND PACIFIC REGION RESPONDER
Fort Lauderdale, FL, January 26, 2012 - RESOLVE Marine Group, Inc. today announced that Jeff Johnson has joined the company as Manager, Training and Response with responsibilities in both RESOLVE's Salvage & Fire (Americas) emergency response/OPA-90 subsidiary and at RESOLVE Maritime Academy, the training subsidiary. Jeff focuses on continuous development of RESOLVE's U.S. and territorial waters Firefighting Response Network and serves as the company's Pacific Region Responder for marine incidents, while promoting Resolve Maritime Academy training programs.
Johnson previously served the Vancouver Fire Department (VFD) for 32 years and, as Coordinator for its marine program, he supervised department training and personnel. He chaired the Fire Protection Agency Advisory Council (F-PAAC) for the Maritime Fire and Safety Association (MFSA), a private/public partnership designed to enhance emergency response to maritime incidents along the lower Columbia River. In addition, he chaired the Technical Advisory Group with responsibility for developing the Washington State Standard for Marine Firefighting for Land-Based Firefighters. As a member of the International Fire Service Training Association (IFSTA ) Marine Committee, he had involvement in writing the IFSTA manual, Marine Firefighting for Land-Based Firefighters. Johnson is a member of the National Fire Protection Association (NFPA) committee responsible for the development of NFPA 1005, a standard on the subject of fire protection. He has delivered training locally, nationally, and internationally and representing the United States in Turkmenistan where he provided training for their government.
